Currently, we show a message and set of links at the bottom of artist pages like this: "Showing official release groups by this artist (Show all release groups / Show official various artist release groups / Show all various artist release groups)."

I think it'd make more sense to merge these into the existing filter component near the top of the page. We can add a dropdown for status (all/official) and perhaps a checkbox for VA. The filter component can probably be always-visible, too.

This could help make the part of https://github.com/metabrainz/musicbrainz-server/pull/2259 that preserves filters when you use the existing footer links less confusing, since that requires clearing the AC filter (as the set of available ACs can change) and informing the user. This would allow us to show the message closer to where the filtering takes place. (Ideally we could have it dynamically update the AC list after you change an option, though.)
