Right now editor flags are grouped a bit arbitrarily, and e.g., "Editing/voting disabled" is placed right up against "Banner message editor" making a misclick potentially give a bad actor more access rather than limiting their access.

It would be good to place all the restrictive flags together. That way, the worst case of a ("normal") misclick would result in a different limitation of access than intended, which is by far preferable to an accidental increase of access.
