Most entities support annotations, and we might want to also support them for genres in the future (it has already been requested). For parity and futureproofing, we should add the genre_annotation table that mirrors all other similar tables for other entities.

This just involves adding a basic genre_annotation (genre, annotation) table and related indexes and FKs and should not cause any issues to mirrors.
