In order to have more explanatory messages than a very generic one (MBS-11565) we need to be able to separate messages for "The IA is still processing this image and we have no thumbnails" vs "The IA is down and we cannot load this otherwise already processed image". I'm not sure we have a good way to know which is which - if this is not doable, then we should close this, sigh and stick to a generic message
