Disable adding download links to non-Digital Media releases

      http://musicbrainz.org/release/89427b13-3370-4a3f-ba23-7d139bb761e4/relationships is a release that had both CD and Digital Media release events in Classic. When separating it in the CD and Digital releases for NGS, the migration script kept the "download for free" link in both.

      As the CD is clearly not being downloaded, new "download" ARs in the non-digital releases should probably not be allowed, and a report made to help clean up the current ones.
