This was user feedback in the 2017 user survey:
"didn't enable partially-translated language on web interface"

We enable some on beta and test currently, but this would be for prod as well. From a UX perspective I have a few thoughts:

• We should not display partial/incomplete translations in a way that makes users expect a polished translation
• Some users on prod may nonetheless prefer a partial translation while they use the website
• Visualizing partial translations in the menu may encourage more users to help with translations

If we can grab a percentage from Weblate (e.g. 'Language A [X%]') that would give the user a good idea what to expect. As well as give our contributors a nice progress meter/goal to aim for.
