We send emails for notes entered on edits a voter has abstained on. This has a hardcoded exception for three user IDs, who do not get these emails. Rather than this weird hardcoded exception, we should add a preference (defaulting to on) for whether the editor wants to get emails for notes on edits where they have abstained.
