Reports for releases without genres/without tags

      I've just made a userscript to help add tags and genres to releases, and it would be nice to have a list of releases without genres and tags to focus on.

      I propose two different reports:
      1. Releases without any tags
      2. Releases without any genres

      The reports should both include releases with only downvoted tags as well as no tags at all, and they should be able to be narrowed to subscriptions only.
