Places are displayed with place type and the lowest possible area:
"York" is meaningless to anyone not familiar with the area in question, and not how the address system works in most if not all jurisdictions. The official ticketing website for the venue says it's located in "Toronto", not "York". In other words, I think places should ignore the District-level area (York) and default to the City-level area (Toronto).
