It's high time we got rid of the outdated "data quality" ranking system for releases. It serves no real purpose anymore; the data can speak for itself. I've seen it used as a cudgel by certain editors to bully editors they don't like by lowering the data quality ranking on releases they entered, and I've seen at least one editor set a release's quality to High while knowingly omitting certain data from their submission.
