Make it possible to leave a capitalization-diacritics edit open

      While I don't object to these being autoedits by default, it would be nice if there was a way of leaving them open so people can give feedback / vote on them. That would allow people to leave them open when in doubt: "ok, this uses Sentence mode, but is this a proper noun in this language?" "does this look like artist intent?" (etc.)
