Create new edit type to change the order fo mediums / discs.

      In short, when someone reorders discs in the release editor, two edits are created:

      edit medium edit for disc 1, old position 1 -> new position 2
      edit medium edit for disc 2, old position 2 -> new position 1

      These edits always fail because their slot is taken until the other edit is accepted.
