If you edit http://google.com into http://google.co.uk it creates a pending edit. If you now edit http://google.com into http://google.co.uk again, it will create another edit. If the first edit passes, we now only have http://google.co.uk in the database. When the second edit is applied, it will assume that's a different URL and effectively try and merge into itself.
