We have something for voting where people can only vote once they have 10 non-auto-edits and/or have been a member for more than 2 weeks. We should add something similar for adding edit notes to other people's edits to avoid the problem with spam edit notes.

If the criteria are currently 10 non-auto-edits or 2 weeks, it would make sense to change this to and - one of our spammers was actually a member for more than 2 weeks.
