The user page should show the restrictions of a user who cannot yet vote/comment on edits, and what is needed to remove those restrictions.

E.g.
User Type: Limited user[?]

With the [?] showing a tooltip with text like the following:

You cannot vote or comment on edits until you have entered at least 10 edits, and those edits have been accepted. You currently have 3 accepted edits, and 7 edits open. If they are accepted, you will have full access on [Date].
