The test server rarely has the user permissions imported, which makes it really annoying to test things which rely on or can be affected by those permissions. We could let editors change their permissions on test servers to make themselves auto-editors (or whatever). This would be helpful for people trying to test on test.mb and also for developers on their local servers. I don't think test.mb should allow setting the admin flag though, since people might set their email addresses there.
