Now that we have a separate page for rearranging cover art, I don't think it makes sense to also include it on the edit page for a single image. If we leave it as it is, I'm sure it will confuse some people because sometimes they'll be able to rearrange all of the images and sometimes they won't be able to. It would also make editing images a lot faster, because you wouldn't need to load all the other images for the release every time.
