If you try adding a relationship with an end year only (no month/day), and a start date with month/day in the same year, the server will not allow it, claiming that the end date is before the start date.

Example:
Start: 1991-02-01
end: 1991

Obviously this means "sometime in 1991, after the start date" and should be allowed.
