Prior to NGS, abstaining on an edit did not cause edit notes to be sent. This was changed for some reason in NGS with no way to restore the behaviour we had before.

I've tried to get used to it, but all that has happened is that I simply stopped voting like I used to because there's no way to filter out all the edits I don't care about.

Entering separately from MBS-3724 because manually stopping receiving emails for every single abstain vote is not a realistic solution.
