It won't help much towards the gigantic edit queue, but I think it would make sense to make reorder cover art an auto-edit.

For the most part, the order is not really that important. The only thing the edit can really affect is what's considered the front and back in the cases where there are multiple images marked as front or back. The rest just comes down to what order seems logical, but there's no right or wrong.

Nearly all reorder cover art edits are done by the people adding the images in the first place. This is probably partly because you can't see which image you're adding, so it's easy to pick the wrong position if you mix up the images.
