This feature request stems from a conversation about how to report and how to handle CoC breaches.
Here are a few rough ideas/use cases:
1) A user is repeatedly making contested edits and not responding to edit notes left by other users. Clicking the button will bring the attention of this user to an admin that can step in and remove the problem user's email address to prevent them from further editing.
2) A user is being a jerk in an edit. Clicking the button alerts the community and encourages more eyes to watch the problem user's edits. Public shaming FTW.
3) You see an edit(/note) that you want to refer to at a later point in time. Clicking the button allows you to save the edit(/note) to your user profile.
Public shaming might involve creating a publicly viewable report.
I realize this is basically just a brain dump and not a very actionable ticket. Sorry about that.
