Highlight specified edit note when using edit note fragment in URL

      When a URL such as this is used, subtly highlight that the 1st edit note is being linked to.
      http://beta.musicbrainz.org/edit/22723178#note-22723178-1

      This is common practice on other websites, and also makes it much easier to identify which note is being referred to when there are a bunch of one-liner notes at the bottom of the page.
