Show at least one subdivision when searching for areas

      There are a number of cases of multiple places of the same type in a country sharing the same name (see http://reports.mbsandbox.org/report/21/view which currently shows 305) but the majority of these are distinguishable by the subdivision they're in (see http://reports.mbsandbox.org/report/27/view which currently shows 22)

          Note that for indexed search you need to change the search server, due to a policy I don't quite agree with but don't want to argue with Rob about – indexed search can't load things from the database, only from the search server response it's given.

          I have a solution for direct search, but it doesn't work (yet, I hope) for indexed search; so no review yet.

          Reopened this, actually, because inline search is fixed but the main search is not. Can be re-closed (or re-beta'd, for now) if this is sufficient.
