URL encoding problem with inline URL editing

      I loaded https://beta.musicbrainz.org/release-group/43a29e0b-1eea-38b4-a9b5-68adcf141573/edit and submitted it without making any changes myself.
      Before I edited it, the two URLs were http://musicmoz.org/Bands_and_Artists/B/Bad_Religion/Discography/How_Could_Hell_Be_Any_Worse%3F/ and http://en.wikipedia.org/wiki/How_Could_Hell_Be_Any_Worse%3F

      The edits show the URLs as being changed from http://en.wikipedia.org/wiki/How_Could_Hell_Be_Any_Worse%253F (double encoded) to https://en.wikipedia.org/wiki/How_Could_Hell_Be_Any_Worse? (not encoded) and from http://musicmoz.org/Bands_and_Artists/B/Bad_Religion/Discography/How_Could_Hell_Be_Any_Worse%253F/ (double encoded) to http://musicmoz.org/Bands_and_Artists/B/Bad_Religion/Discography/How_Could_Hell_Be_Any_Worse?/ (not encoded). I've since fixed the Wikipedia one, so that one no longer displays the way it did originally.

      There are two issues with what's happening: It changes the URL from a working one to one which does not work, and the original URL in the edit it creates is not actually the original URL.
