fullexport generation must complete before replication packets are copied, resulting in temporary but several-hour gaps in the available replication packets

      Once the tables are dumped, several things are true:

      • the fullexport .tar.bz2s are created before the replication one
      • even if rearranged, the replication packets wouldn't be preferentially copied out until after the fullexports were done packaging up anyway
