I'd like to see Edinburgh-based artists, like say Eric Falukner (https://musicbrainz.org/artist/ff94e3fe-f0a4-4afd-8d89-c8074e56794a), included when viewing Scotland artists (https://musicbrainz.org/area/6fa1c7da-6689-4cec-85f9-680f853e8a08/artists). Currently he isn't.

While many arists actually have their area set to the country they are based in, the differences are much bigger for places: these are in almost all cases linked to the smallest surronding area – the list of Scottish places has only four entries.

Attached is a proof-of-concept patch that does what I want on my server.
