To reproduce:

• Add two labels
• Add a release, add both labels as release labels with the same catno (should also work if both catnos are blank)
• Merge the two labels

Expected result: The labels being merged means the label/catno pairs are now duplicates, so one is removed.
Actual result: The release has two identical label/catno pairs.
