Update discogs.dat used to dispatch Discogs ARs to NGS releases

      The discogs.dat file, available here: http://users.musicbrainz.org/~luks/ngs/, and used by admin/sql/updates/ngs-ars.pl, is horribly outdated.
      We need to work an a way to update it, at least for the final NGS migration.
