Add short guidance to "add cover art" page for new editors

      Often, generic cover art is added to releases instead of the actual cover art for the release. To discourage new people from doing this, there should be a notice on the add cover art page to say:

      "Before adding cover art, please be sure that it is correct for this release. Please see <style guideline/how to URL> for more information."
