Notify people with "autoeditor" userflag about the phases of AE elections

      IIRC, the mailing list would send out when a potential AE was nominated, when two seconders had been found (and thus voting started), and when voting ended. Since the AE list is now down, we need other ways to let AEs know about this. One way could be via the new notification system.
