The release I tested this on was "Please Please Me" by The Beatles:

Add a new release,
Leave release information alone, click "Next."
Leave tracklist blank, click "Next."

It gives this exception after a long wait:

Caught exception in MusicBrainz::Server::Controller::Release->add "Can't use an undefined value as an ARRAY reference at /home/mbserver/musicbrainz/mb_server-next/script/../lib/MusicBrainz/Server/Controller/ReleaseEditor.pm line 144."
