In my experience, the vast majority of users not setting a format when adding a release don't do that because they don't know what the format is - they don't do it because they don't see the format field on top of the tracklist. I'd suggest we ask the user to confirm they don't know the format (maybe with a checkbox?) or at least to mention it to them before they submit.
