Allow users to submit SQL queries to MB (reports)

      One of the main reasons for the MBH-464 request is the old reports service, where people could save an SQL query over the MB DB (say, "show me all artists that are not marked as orchestra but have an orchestra relationship to a recording or release") and create a self-updating report that follows replicated changes, so that if they fixed some of the orchestras to be marked as such, they would automatically disappear from the results list.

      We talked about this at the summit and decided we would like to add something like this straight to the MBS codebase. The idea is that people would be able to submit their SQL queries (or, possibly, also natural language queries) and, after being checked (or turned into an SQL query) by an editor with the right permissions (possibly a member of the team) to make sure they won't hit us too heavily or show any private info, turn them into a report on the site itself.
