For some use cases, search is not needed at all on mirror server. For example if it is only used to serve Lookup and Browse queries to the API. Even though Solr and RabbitMQ would then be idle, these happen to still take up some resources for nothing. That's why it would be useful to allow setting up mirrors without Docker images and containers solely needed for local search.
