Account removal policy

      At the 2017 summit we discussed account removal policy as previously touched upon by CB-49. We've decided that:

      • When a user wished to remove their account, their account will be blanked from MetaBrainz/MusicBrainz and all other brainz projects.
      • Blanking show be done how it is currently done in MB: Rename the user to "Deleted User #****" and all personally identifying fields should be blanked.
      • Any content created by that user should NOT be removed.
      • We will need to create some mechanism that when an account is removed from MetaBrainz, that all the other brainz projects receive a message to blank the personal details for that user from that project.

          The mechanism for account removal should also have either a separate endpoint or just a flag for removing spam editor's entries completely and in the future sending them to SpamBrainz.
