Declare license for website's code

      I was just looking at https://en.wikipedia.org/wiki/MetaBrainz_Foundation and subsequently at its talk page: https://en.wikipedia.org/wiki/MetaBrainz_Foundation - it quotes Rob as saying that the MeB website is under the GPL, but I thought it would be better for Wikipedia to be able to source/reference the LICENSE file in the repository… but there's no declaration of license anywhere for the code at https://github.com/metabrainz/metabrainz.org/ - not in the root of the project, not in the source code files.

      If we intend for the MetaBrainz.org's source to be open sourced, this should probably be declared in its code, esp. considering that there have been a number of non-employee contributors whose copyright do not belong to the Foundation.
