Set up an Autoeditor-only forum in Discourse

      We should add a substitute for the autoeditor mailing list in Discourse, where we can have election discussions and the like. Ideally, only autoeditors could write to it (it can be open for everyone for reading though). Even more ideally, it'd get a new post every time there is a new election, like the autoeditor list used to.
