BrainzBot is overly chatty with Jira ticket links

      Currently BrainzBot will show a link to any jira issue key whenever it is said by anybody. e.g.

      10:43 AM <ruaok> MBH-460 -> "web requests: no"
      10:43 AM <BrainzBot> MBH-460: Add rate limiting to web traffic https://tickets.metabrainz.org/browse/MBH-460

      If someone says a key multiple times in a short time, BrainzBot will keep responding to it. It might be a good idea to have a timeout, where BrainzBot doesn't respond to the same key more than once every 5 minutes or so. This could be in response to the key being said by one person, or by anyone.
