Port Lobes to Bootstrap 4

      The current version of Lobes is built on/for Bootstrap 3. For the recoding of MBS we want to use Bootstrap 4, which also means that we'll want to move our other projects from v3 to v4 which again also means wanting to have Lobes using v4.
