It was naiveai's idea to have a plugin which helps to count votes for a poll. The discussion was on IRC.
So far, the discussion is to display votes like this:
[+3: Freso, reo, chhavi] [-2: sam, yvanzo] [\1: ruoak]
For voting
"+1" for, "-1" against, "\1" neutral
For starting/counting/ending the poll
!startvote !countvote !endvote

Some of the questions that need to be answered?
1. what are the possible scenarios the poll will be used in?
2. How long can a poll go on? Who sets it? How is it set?
3. Does the person who starts it, only has the right to end it?
