Update BrainzBot help plugin

      There are three things I'd like to see changed in the current help plugin:

      1. Link to chatlogs.meb.org instead of botbot.me
      2. Use prefixed command instead of requiring a mention
      3. Replace the "command_prefix" placeholder used in some plugin help messages (e.g. metabrain) accordingly.
