enable BrainzBot replying in #bookbrainz

      right now BrainzBot does not trigger when we paste jira ticket urls or write "BB-123"
      now that #bookbrainz is used we need this.
      (additionally #bookbrainz-devel should also be included so we don't have to remember to do this again)
