Wiki: Add NOTSPAM instructions in Special:CreateAccount page

      The text saying you have to type NOTSPAM as login and password is invisible in the Wiki authentication popup.

      There are NOTSPAM instructions in the Login page (OTHER-286).
      But these instructions are missing in the Create Account page.
