Upgrade BrainzBot to Django 4.2 LTS and Python 3.8+

      BrainzBot currently requires Python 2.7 and Django 1.11. Both reached end of life in 2020.

      The latest LTS for Django is 4.2 (see their supported versions) which runs with Python 3.8 or later.
