Jira workflow doesn't require resolution status when going from RFC Required -> Closed

      This is mildly annoying when filtering for "Open" issues since normally you can just search for "unresolved" in JIRA. It'd be better if closing from this state allowed a normal resolution status to be set, e.g. Fixed or Wont Fix for Implemented vs. rejected.
