Allow general & anonymous users to set "Affects Version" on General tab

      It's going to be very difficult to support Picard triage if we have to ask every single user which version of Picard they are using.

      This applies equally to other projects such as libmusicbrainz, pymb etc.

          I have added a new issue type screen scheme and customised User Reporting scheme that adds Component/Affects Version/Environment to the general tab. Only set for Picard at the moment, but libmusicbrainz could be changed also. I have not changed the fields, issue types or anything like that.
