Allow Picard to use data from pending/open edits when tagging, in turn letting editors not have to wait for up to 7 days to use their edits in their tagging.

Note that this is not currently possible (and probably won't be for quite some time), as edit data is not exposed on the MBS WS side, but it seems to be a frequent enough question that it would be nice to have a ticket to point people asking for this to, so they can watch and vote for this ticket to follow any updates that may eventually come for this.
