Rework Options > Tags page

      With the upcoming changes of tag compatibility settings in Options > Tags (AAC and AC3 tag settings, maybe additional options for WAV, maybe options for handling of custom tags and lower / uppercase in ID3 and MP4) this settings page becomes too full and needs some refactoring. Ideas:

      1. Add a sub option page "Tag compatibility" which contains all the settings below "Tag compatibility". Downside: This subpage might still get very full
      2. Add a sub page for each "format" supporting settings. We might need to think about how to structure this, it is not quite clear which settings should be per file format and which per tagging format. E.g. it might make sense to have ID3 settings, because ID3 affects different file formats. But e.g. AAC might be on it's own settings page. Downside: It might not be quite clear how to structure, and some option pages might get very fill (ID3) others nearly empty.
      3. Do the same as 2., but use different tabs for the formats. Downside: We don't have this UI paradigm yet in options anywhere (Classical Extras plugin uses this, though).
