MusicBrainz stores multiple instrument / vocal performances by the same person as separate relationships.

Similar to how the server combines these into a single line for display (MBS-7678), Picard should be able to combine those into a single tag. This should be optional, as it would be a breaking change for existing users. But I think we should enable it by default for new installs.
