Remove orphan settings

      Provide a way to identify and remove orphan settings from Picard's persistent settings.  An example of an orphan setting might be the settings saved by a plugin that remain after the plugin has been uninstalled.

      This might actually be implemented as a sub-task of PICARD-1861.
